Changing the name.

Here's some information on a bill that is currently winding its way through Congress with the goal of changing the name of the National Institute on Drug Abuse to the National Institute on Diseases of Addiction and to redesignate the National Institute on Alcohol Abuse and Alcoholism as the National Institute on Alcohol Disorders and Health. It was submitted by Representative Patrick Kennedy on March 6 of this year. I wonder if the act is just a name change or if it indicates a change in philosophy. I can't find much information about the bill. It would be nice if the name change would indicate an additional expenditure of resources and research on the issue of addiction.
